Improve documentation and flow for contributing templates #286

Addendum to #194
When we brought over templates into the Registry repo, there were a few pain points we forgot to update for the actual flow of contributing changes to templates. In addition to the issue above, we should:
- Update the main README,
MAINTAINER.md, and the pull request template to accommodate Templates - Add example templates to the examples directory
- (This one should probably be split off into a separate ticket) Create a testing flow to validate that a template is working correctly
- (Possibly?) Add a new script for scaffolding a new template
