Selecting custom object types does not bring up edit/delete options

Steps to Reproduce

1. Create one or more custom object types
2. Select the custom object type checkboxes

Expected Behavior

"Edit Selected" and "Delete Selected" buttons should appear at the top of the table

Observed Behavior

"Edit Selected" and "Delete Selected" buttons do not appear at the top of the table

The "Edit Selected" and "Delete Selected" buttons are also missing at the bottom of the table (regardless of items being selected or not) as would be consistent with all other object pages in NetBox.

On deletes we may additionally choose to disallow the deletions of COT that have open COs
