Golang imports non-deterministic order

What happened?

When I run sqlc generate, the generated Go code constantly changes the ordering of the imports. Often, the generated file is identical, except for the ordering difference.

Can you give me a full working reproduction of the issue? It's going to be hard to track down without a way to reproduce it.

I found the issue.

1. sqlc generate
2. My pre-commit hook ran go-imports, which reformatted the import ordering.
3. Commit the go-imports ordering.
4. sqlc generate would again produce a delta.

So the real problem is that the sqlc generated code follows different imports order than go-imports. Gonna see if I can cook up a simple example to demonstrate.
