Whether driving with GPS, or working on iPhone, since my purchase of this phone a female Asian-language voice message has interrupted a podcast, music, or just comes through my Iphone. (This has been witnessed by two others.) The program paused for the brief message, and resumes afterword.

Do you have any China-based apps, such as Shein ,Temu, dji, that might have notifications enabled?
Are you using VPN?
No such apps.
This Iphone was brand new from T-Mobile with only my prior apps transferred. At first I thought it might be the GPS apps (WAZE, maps, Google Maps) because the voice most often came on while I was driving. So I deleted those apps. The voice continued.
If your hypothesis is correct, is there a way to check if I can China-based apps. The language could also be Japanese.
You would only have those apps if you installed them. If they were installed by a previous owner (possible for a phone provided by a carrier who resold a returned device). Go to the App Library, tap Search, and see of you have any apps that might be from Asia.
One other possibility; does it happen in one location only, or everywhere you travel? If it is a specific location it may be radio interference with either the vehicle or the iPhone.

See if the The current stable release of iOS including bug fixes, security updates is iOS 18.6 resolves your issue
