Microsoft is not allowed in the community?
I tried to link to a Microsoft support article in one of my posts, titled "Contact support and provide feedback in new Outlook for Windows". But I got a validation error because of it and could not publish my post. The URL in the validation error message looked broken. See the image below. At the end of it, it said it's "not allowed in the community". "Remove it and try again."

I encountered the same issue while trying to redirect users to the Microsoft Roadmap.

Then I received the following error message. I don't know what this means.
Is it possible to create a blog post about the new posting guidelines? Many people and MVPs volunteer to provide support to end users.

Microsoft's support site is blocked by this "platform" (Tech Community, another Microsoft site). But you're telling me that Microsoft itself is not blocked or disallowed. Would you care to explain the difference?... Microsoft is Microsoft, is not allowed on Microsoft site/platform.

Does it look like the URL is "malformed or auto-shortened" and for that reason "not parsed correctly"?
It's not malformed, it's not auto-shortened (or manually shortened), so if it's not parsed correctly, it's for another reason.
The only reason that applies is that "communities flag commercial or corporate URLs as restricted unless approved". Hence, Microsoft links are not allowed in this Microsoft run community. You can't "work around it". It's the way it is. Unless... operators of this forum change their way and add a permanent exception to the rule.
It's hard to talk about Microsoft support when you can't link to... Microsoft support. What's the point of the forum then? It's useless!

There is no query string after the article ID.
Your quoted title is correct, but your article ID is not and it leads to 404 Not Found.
