Smoke Free Partnership have published a 🆕 policy brief based on research by TCRG's Dr. Zaineb Danish Sheikh. This #policy brief explores the ways in which tobacco companies adapt to tax reforms of Heated Tobacco Products #HTPs to protect their profits. Clear policy recommendations are included in the brief which should ensure that taxation continues to be an effective way to safeguard public health. #TobaccoControl
📢 A new policy brief, produced by the Smoke Free Partnership in conjunction with Dr. Zaineb Danish Sheikh from the University of Bath, outlines how tobacco companies have adapted to tax reforms in Ukraine and what EU policymakers can learn from that. 🚬 Interestingly, the brief highlights that while taxation of HTPs in Ukraine has increased in recent times, the historically lower tax rates on these new products have indirectly subsidised the tobacco industry. 💰 Indeed, as Ukraine’s case demonstrates, tax regimes imposing lower taxes on newer generation tobacco products exclusively benefit the tobacco industry, leading to youth addiction and reducing state revenue. On the contrary, increases in tobacco taxes across product categories can narrow price gaps and limit substitution to cheaper alternatives. ✍️ Lessons learnt ➡️ Once published the proposal for an updated Tobacco Taxation Directive (TTD), it is more urgent than ever that EU-level tax policies impose comparable tax burdens on all tobacco products where substitution is likely. In line with WHO FCTC Article 6 guidelines, this means that taxation of HTPs, e-cigarettes, and nicotine pouches in the EU should be more closely aligned with that of cigarettes. ➡️ Consistent excise policies across EU Member States are also necessary to avoid undermining tobacco control efforts through cross-border shopping and enforcement gaps. A fascinating evening at the first screening of Unmasking Influence, a new documentary film exploring how commercial organisations influence policy and public health. The film was the brainchild of May van Schalkwyk and Mark Petticrew and includes contributions from Chris van Tulleken, Patti Rundall, Dr. Benjamin Hawkins, Paula Leonard and many more. Produced by Wildfire Collective the film looks at the tactics used by commercial organisations in health harming industries to shape policy, science and public perception, and the action needed to counter these forces.
