    The term Strategic Planning is a very dangerous one. It tends to be used as cover for creating action lists that don't for any coherent whole. Keep in mind your Engineering project should have been a consequence of the company's strategy. The project itself isn't strategy. In the end you need to be realistic. Yes you can look at optimizations. Sometimes (but not always) there is a possible alternate solution. Once you've done all those things if the sums still don't add up then STOP. Starting a project without the resources to complete it is a plan to fail.

    Inputs and required outputs with strategic optimization at start managing the timeliness shall be concurred by all parties and a common alignment team at higher level across teams will serve most which will help in resolving many critical situations and helps with positive decisions to move.     If it is not new technology- One way is to look at past project references & LL of a similar engineering work to see opportunities of leveraging. To add have a skilled, experienced and willing team who makes practical judgements rather than academic exercise and investigations for every aspect Monitor engineering decisions and development closely and keep provisions in contract for +/- scope adjustments.

    I would start with reviewing project priorities by focusing on elements essential for functionality and safety. Classifying features into “must have” and “nice to have” and will go with phased implementation postponing some “nice to have” features from it. Identifying cost-effective alternatives without compromising on quality. I would also encourage input from all stakeholders and consult with specialists who can recommend innovative and cost effective solutions.

    Yes I concur. I would add 3 points; (i) the owner and design team should have a deep and meaningful discussion about "designing to budget", is it "design to a schedule", "design to a cost", "design to a quality", is it "design to a defined Capex" or is it Capex+Opex (with full lifecycle costing assessments). Have that early on and record it for all. (ii) Use experienced Independent Cost Engineers (ICEs) to do quantities, review contract clauses, cost estimates & contingencies (as professional QSs do in UK); (iii) undertake regular updates, monitor and review your risk & opportunity register, include formal value engineering clauses in your contracts so as to incentivize and capture the value engineering options plus mitigating the risks.
