One thing I have found helpful to avoid exclusion or marginalisation of participants is to involve them in the process of any activity. One other thing is to value their contributions as these makes them seen and heard. Lastly involve them strategically, not just involving them but making sure they can make effective decisions in the process. Use phrases like "How can we" as to this is what we should do"

I personally think that, when people feel marginalized, and they express it out, one thing you can do is Listen to understand; Feeling excluded can come in different dimensions and you want to listen and understand so you can actually help them.

One of the things I find helpful to avoid stakeholders being marginalised is to understand how stakeholders want to be engaged and and get involved. No size fits all, work with stakeholders who feel marginalised to create the environment is effective you and them

One thing I understand with inclusion is beyond just listening to them but also ensuring their active participation when given a seat at the table. At some point they might feel pressured by you active shine the light on them (for the shy type) but when they get a hang on it that feeling of fulfillment
