[Cisco_IOS] initial commit to split cisco IOS package

What does this PR do?

This PR adds a separate cisco_ios package, as planned for 7.16 to split up the cisco package into separate packages. Currently IOS datastream will still exist in the cisco package, but will be marked deprecated in a separate PR.
