Test::Warnings fails to install

I'm not quite sure if this is actions problem or cpanminus. Still, it works fine locally on 5.12 or 5.18 and fails on CI.

Test::Warnings failing for some reason. But Test::Harness was previously installed and it has file in question, so something fishy is going on here.
