  • Penrith Mayor Todd Carney and General Manager Andrew Moore today shared Penrith’s experience in planning for well-managed growth through collaboration and advocacy at the National Growth Areas Alliance (NGAA) National Congress. They discussed what they’re doing to lead a high-performing council in one of Australia's fastest-growing regions – including a place-based and evidence-based approach, regional collaboration, and focus on ensuring benefits for current as well as future communities. As a member of NGAA’s Strategic Advisory Committee, Todd emphasised the importance of thinking big to set the strategic direction on national advocacy priorities – a critical role that NGAA plays on behalf of its members in advocating for the infrastructure required to enable and support well-managed growth across Australia. Andrew spoke about the increasing scale and complexity of growth, and the need to ensure that infrastructure planning and delivery is coordinated and consistent.   • We’re excited to announce that the Gipps Street Recreation Precinct has been named as a finalist in the Social and Community Infrastructure category for the 2025 UDIA NSW Awards for Excellence! Spanning 32 hectares, our newest sport and recreation facility has something for everyone in the community to enjoy. There’s a variety of sports fields, children’s play areas including water and nature play, youth zone with skate park and pump track, netball courts, multi-sport courts, a dog park, outdoor fitness equipment, cricket practice nets, picnic areas, public artwork and much more. This project also recently won the Outdoor Sport and Leisure Facility Design Award at the 2025 Australian Sport, Recreation and Play Innovation Awards, and the Community Facility of the Year Award at the Parks and Leisure Australia NSW/ACT 2025 Annual Regional Awards of Excellence.   • Nineteen months ago, the Penrith Economic Development Strategy 2023–2031 and Penrith Visitor Economy Strategy 2023–2030 were developed with local business, industry groups and the community setting an ambitious goal to create 23,000 new local jobs by 2031 and strengthen our economy. To date, we are seeing strong progress. In 2024 Penrith's Gross Regional Product (GRP) has surged to $16.2B, exceeding forecasts. Local jobs have increased to 89,274 jobs (+6.3% since 2022), keeping us on track for our 2031 target. There has been strong growth in our Visitor Economy with 1.74M visitors (+7% from 2022) contributing $426M to the Penrith economy in 2024. A number of key actions have been delivered including development of an Investment Attraction Framework, Economic Indicators Dashboard, a Short-Stay Accommodation and Hotel Investment demand study and strong focus on building Penrith as a business events city. With Western Sydney International Airport on the horizon and continued investment in infrastructure, we are unlocking new opportunities for growth. There is still work to be done, attracting more investment, marketing the city, supporting local businesses and ensuring infrastructure keeps pace with demand. Penrith’s long-term vision?   • Penrith City Council has proudly honoured the winners of its 2025 Local Celebration Awards and celebrated its latest Honoured Citizen, Valda Silvy OAM. Valda Silvy has been the heartbeat of the arts and culture scene in the Penrith region since the 1970s. She was awarded the Honoured Citizen at a special ceremony at the Western Sydney Conference Centre on 22 July 2025. The 2025 Local Celebration Awards recognise outstanding contributions made by people in the Penrith community across four categories.   • We’re honoured to have received the Outdoor Sport and Leisure Facility Design Award at the 2025 Australian Sport, Recreation and Play Innovation Awards! This is our second award for the Gipps Street Recreation Precinct project, after it was recently named Community Facility of the Year at the Parks and Leisure Australia NSW/ACT 2025 Annual Regional Awards of Excellence. Penrith Mayor Todd Carney said the award was a testament to Council’s commitment to deliver high quality sport and recreation infrastructure for the community. “We always knew that the precinct would be a winner, and these awards are proof that Council achieved our vision for a high-quality facility for everyone in our community to enjoy,” Cr Carney said. “But we haven’t stopped there – Council has completed 106 projects across the local government area over the past 5 years in line with our Sport and Recreation Strategy.” Find out more at: penrith.city/gippsstreet

  • An important milestone was marked in Emu Plains today, with the official opening of the Western Harbour Tunnel concrete pre-cast facility.   Mayor Todd Carney and Penrith City Council General Manager Andrew Moore joined NSW Premier Chris Minns, Roads and Regional Transport Minister Hon. Jenny Aitchison MP and Penrith MP Karen McKeown OAM on a tour of the facility, which will manufacture concrete segments and culverts for the first new road harbour crossing in almost 30 years. The manufacturing and support facility is expected to create around 700 jobs and will target an increased female workforce. #PenrithCity #WesternHarbourTunnel #Infrastructure

  • We recently had the privilege of hosting a 14-member delegation from our sister city, Gangseo-gu in Seoul, for a two-day visit to Penrith. Led by Vice Chairperson Lee Chung Hyun, the group – made up of 10 councillors and 4 staff – spent time exploring how Penrith delivers community services and plans for the future. Highlights of their visit included: 🔹 A meeting with Mayor Todd Carney to discuss Penrith City Council’s strategic priorities 🔹 A deep dive into our forward-thinking waste initiatives 🔹 A tour of the Community Recycling Centre 🔹 A visit to a local childcare centre to see how early childhood services operate in Australia 🔹 A stop at City Park to view the decorative plate featuring a Saeromi design, a symbol of our lasting sister city relationship. These exchanges are more than just visits, they're opportunities to share ideas, celebrate cultural ties and learn from each other.   • Penrith City Council has adopted a comprehensive suite of strategic planning documents that will guide our City’s growth and development through to 2041 and beyond. The Integrated Planning and Reporting (IP&R) documents were developed with the community to align their aspirations for Penrith with clear actions, projects and resources - laying the foundation for long-term, financially sustainable growth. These plans will serve as Council’s roadmap to ensure we meet the needs of our growing population while staying true to our community’s vision for a liveable, inclusive and vibrant city.
