About us
We are the local government authority serving the borough of South Ribble — an area of around 113 square kilometres with roughly 110,000 residents and 50,000 dwellings. Our £2.8 million investment into Worden Hall is set to be completed this summer, making the space useful for the modern world. The improvements will allow the historic building to cater for small weddings and other events once opened. A high-quality retail space will also be available for local traders and providing multi-use spaces for office and educational use. To transform the leisure offer in the borough we have invested £1.8 million to create a brand new 3G playing pitch hub at Withy Grove Park. The facility will have two 3G artificial sport pitches, complimented by a fully accessible, state of the art sports pavilion. Work on the flagship McKenzie Arms site has begun, which will deliver much needed affordable homes across the borough. We have also proposed to invest £2.4 million to improve South Ribble’s parks and open spaces and £200,000 for improvements to smaller open spaces and play areas. In 2019, we declared a Climate Emergency and pledged to be Carbon Neutral by 2030 which we are still working towards. As part of the work towards this we have vowed to plant 110,000 trees – one for every resident in the borough, with over 90k planted so far. Calling all Hough Lane (Leyland) businesses and landowners! A part of our Leyland Town Deal development works, our intention is to improve the public realm areas across Hough Lane to allow for more public access, seating, and landscaping. To do this we must work with a number of the landowners on Hough Lane. We need to come to an agreement with all of the required landowners to allow us to move forward with our public realm works, areas of which include parts of land which is owned privately. We are in the process of contacting landowners and have come to an agreement with most however, there are some landowners we are struggling to make contact with. If you are, or know a landowner on Hough Lane who is not already in touch with us, please can you share this post. We’re delighted to share the achievements of our outstanding apprentices! Last week at the Lancashire Apprenticeship Awards hosted by Runshaw College, three of our officers were recognised for their hard work, commitment and development within their roles at the council. The Customer Services team came away with a clean sweep! Sarah Walker was awarded Apprentice of the Year and Jessica Griffiths collected the Intermediate Apprentice of the Year. We also celebrated Maria Bleasdale who won the Adult Learner Award for her Level 3 Leadership and Management course. The achievements of our officers reflects our commitment to ongoing development and supporting our employees to further their careers. We’re incredibly proud of all of our apprentices and this has given us a great opportunity to celebrate their success!

Draft Central Lancashire Local Plan submitted to Secretary of State 📣 We, along with Preston City Council and Chorley Council have submitted the draft Central Lancashire Local Plan (CLLP) to the Secretary of State. This is a significant milestone for the plan which has been in development between the three councils since 2018. The submission comes after a series of extensive consultations with residents and other stakeholders ending with a final consultation (known as the ‘Regulation 19’ consultation) which ran from February to April this year, which was the final opportunity for the public to give feedback on the plan. The CLLP is a strategic plan for the areas of Chorley, Preston and South Ribble and sets out the three councils' approach to managing and delivering development (residential, employment and other infrastructure) and protecting the environment for the three districts between 2023 and 2041. It is an important strategy which supports delivery of corporate ambitions and objectives, such as provision of affordable housing, tackling health and social inequalities and tackling the climate emergency. We're delighted to announce that our fantastic planning team were awarded the 2025 FTPI (Royal Town Planning Institute) Northwest award for Excellence in Planning for Communities (large schemes of 50 homes or more) for our Jubilee Gardens development! The sought-after awards are designed to showcase and reward outstanding achievements in planning and aim to celebrate the contribution made by the planning profession to communities and the quality of life across the world. They also seek to raise awareness and understanding of the pioneering work of the planning industry. We were able to demonstrate that planners displayed effective leadership and collaboration, by working with other departments and services such as the council’s own building control and property services, and that there was a strong commitment to engage with our community and other stakeholders.
